William F. (“Bill) Cloran, born September 19, 1947 at Lynn, Massachusetts; BA cum laude University of Portland 1969, JD Willamette University 1972, admitted to practice in U.S. Supreme Court, U.S. Court of Military Appeals, Oregon Supreme Court, U.S. Court of Federal Claims and U.S. District Court for Oregon.
Admissions and Professional Experience
Mr. Cloran is a member of the Oregon State Bar and the American Bar Association.
He was City Attorney for the City of The Dalles, Oregon from 1980 to 1984 and was Attorney in Charge of Commercial and Environmental Litigation in the Trial Division of the Oregon Department of Justice from 1984 until entering private practice in 2002.
Mr. Cloran’s clients include: Oregon cities, community colleges and special districts; general contractors, subcontractors and owners; and, individuals with complex property, environmental and gaming regulation related matters.
Professional Background
From February 1984 until October 2002, Mr. Cloran was Attorney-in-Charge of
the Commercial & Environmental Litigation Section, Trial Division, Oregon Department
of Justice where he was a member of Indian Law Working Group, the Takings Law
Working Group and the DOJ ADR Pilot Project. He represented the Oregon State
Lottery and the Oregon State Police Tribal Gaming Section in gaming related
cases.
Between February 1980 and January 1984, Mr. Cloran was the City Attorney for
City of The Dalles, Oregon. In that role he established city Legal Department,
codified city ordinances, wrote contracts, handled contract disputes, worked
on city comprehensive plan, advised city council, department heads and planning
commission, and tried civil and criminal cases in which the city had an interest.
Military Experience
Mr. Cloran served in the United States Air Force on active duty from 1972 to 1980 with a tour of duty in Southeast Asia. He was a member of the Air Force Contract Trial Team from 1978 to 1980. Mr. Cloran served in the Air Force Reserve from 1980 to 2000 with assignments to the Air Force Contract Management Division (AFCMD), Air Force Logistics Command (AFLC) and the Office of the Assistant Secretary of the Air Force for Acquisitions (HQ SAF/AQ).
Mr. Cloran was member of the reserve from 1980 until March 2000. During part
of that time he was attached to Secretary of the Air Force Office of General
Counsel (Acquisition), Pentagon, Washington, D.C. He served as a member Air
Force ADR Project, a member of the United States Department of Justice Federal
ADR Implementation Working Group and an instructor for ADR for the Air Force
and other federal agencies.
Mr. Cloran retired as a Colonel having been awarded the Legion of Merit, the
Air Force Meritorious Service Medal (5) and the Air Force Commendation Medal
(2).
Educational Background
Mr. Cloran is a graduate of the University of Portland (BA 1969, summa cum
laude). He received his law degree from Willamette University (JD 1972). He
is admitted to practice in the Oregon State Bar 1972, US Supreme Court 1978,
US District Court for Oregon 1986, US Court of Military Appeals 1973 and US
Claims Court 2001.
Additional Information
Mr. Cloran is President of the Oregon Skating Council and the Portland Ice Skating Club Foundation. He is a past President of the Portland Ice Skating Club. He is a member of US Figure Skating, a past member of its national board of directors, past Ethics Chair and a member of the competitions committee, the state games committee, the membership committee and the grievance committee. He is a figure skating judge and an active skater. He is a member of the Mazamas and the Portland Audubon Society. Mr. Cloran and his wife Marty have two sons, Major Francis J. Cloran, USAFMC, MD and Mr. Timothy J. Cloran.
